Another earthquake has hit the already unstable city of Gotham. Masked villains have escaped once more from Blackgate prison and Arkham Asylum with ease. The criminal underground is trying to take over Gotham while at its weakest, this including the infamous Joker, Penguin, and Hush along with others. Bruce Wayne, as well as other villains and heroes, has returned from the grave and rejoined the Batman Family, aiding them in liberating the city from those who would do it harm. The Bat-Family is overwhelmed by crime and fighting. The East End is in worse condition, while the rich part of town is doing fine. This fuels anger, creating gangs and rival factions. Riots hit the streets more frequently, with stealing, violence, and hatred becoming more than second nature; they have become life. Some people desert the city, while others stay and watch the rebuilding of Gotham. This fight is not one that can be fought alone, not even the Bat Family's current allies can help. Will you help to be part of the solution and help tame this chaos? Or possibly be the very source of the problem and force Gotham to its knees? Or even just watch it burn to the ground?
